Car parking in Chandigarh is set to get expensive as Chandigarh Municipal Corporation plans to bring in a new panel structure that comes with technology-based ‘smart parking’ in the city. The new fares will be rolled out along with the parking agenda ahead of the House’s general meeting, which is likely to take place on July 25.
Sources said that as per the new slab, for four-wheelers, prices will start at Rs 20 for the first six hours and will be an additional Rs 40 for the next five hours. Similarly, for two-wheelers, the fee will be 10 rupees for six hours and 20 rupees for the next five hours. At present, car owners are paid Rs 14 and two-wheelers Rs 7.
Earlier, 14 rupees was paid for the first four hours, but now, this is the cost of the whole day now because the civil body does not have many people to manage. In doing so, the first parking price boards will see a 40 percent rise. Civic officials are currently hawkish about increasing rates because they feel there will be widespread opposition to the same in the city.
At present, the car parks are operated by Chandigarh Municipal Corporation as both contractors who were managing the lots have expired. Car parks for busy sectors are currently only being manned by MCs who are willing to outsource until a new tender is issued and the new company begins managing the lots.
While both Commissioner Anindita Mitra and Mayor Anoop Gupta declined to talk about the new parking rates, officials said that “with technology, rates will also be raised.” “When people are willing to pay up to 60 rupees in malls, that rate will be much lower than that. When someone offers services, they charge more,” said a source familiar with the discussion about parking rates.
Advance parking reservation

The Fastag will be read at entry and if it is valid, the vehicle will be allowed to enter. At the same time, the parking spaces of the parking lot will also be available and will be shown on the LED screen at that time. At the time of checkout, the Fastag will be read again and the relevant amount will be deducted. The amount deduction message will be sent to the main server. In the case of non-Fastag transactions, it is found that if the Fastag is invalid or not present, the QR code ticket will be taken from the ticket dispenser by the person entering the parking lot. The fee will be calculated based on QR ticket and the relevant amount can be paid in cash via UPI, wallet etc. The car driver can exit the parking lot after making the payment. This New Smart Car Parking Management System will not only contain user interaction application but also RFID Fastags with automatic number plate recognition feature. There will be an auto identifier and billing on the same.
Then there will be an enforcement app and parking management app which will also help in applying parking rules easily and transparently and give access to real time data as well. Not only will data analytics give estimated revenue and usage, it will also help in making smart decisions.
Also, Fastag based monthly pass and online recharge facility will be available.
GPS Attendance System
Some of the features of the smart parking management system will include GPS based attendance, parking division, guaranteed vehicle enumeration, etc. Also, there will be a separate dashboard for citizen complaints. The parking facility will be available apart from the discounted parking voucher facility provided by the company to its customers.
Services from ICCC
The Integrated Command and Control Center (ICCC) in the smart city will also assist and provide services in terms of smart parking management. The sources said it is being decided whether there can be a call-as-a-service center for citizens’ complaints where feedback will also be separated from handling citizens’ issues regarding parking.
Also, features such as providing the parking application cybersecurity services, providing the internet subnet, providing the IT infrastructure to host the parking application – all of these will be available as a back-end. The seats allocated to the ICC in Sector 17 will also be given to the representative of the Administration.
Earlier in 2016-17, the BJP-led municipal corporation promised smart parking for residents and a Mumbai-based company started managing the parking lots. However, it failed to make parking lots smart, after which the company left operations midway.
