The Gujarat Police on Wednesday issued a new set of guidelines classifying certain offenses as Special Report offences

As per a set of guidelines issued by the Gujarat Police on Wednesday, certain crimes like murder, attempted murder, intentional homicide, robbery, attempted burglary, housebreaking (involving more than Rs 50,000), serious riots and cases involving will now be dealt with. With police officers, serious car accidents, greasing or tampering with bars as Special Reports offences.

Senior Police Officers of the rank of Precinct Police Inspector, Sub-Divisional Police Officer, and Police Superintendent (Police Inspector, Assistant Police Commissioner, Deputy Police Commissioner in Mandate Areas) will be required to visit crime scenes and supervise investigation as per the provisions outlined in the Gujarat Police Manual.

Narasimha Kumar, Additional Director General of Police (Law and Order) of Gujarat highlighted the increase in economic crime which has been attributed to the rapid growth of banking, insurance, industrial production, trade and other economic activities recently.

To promote economic growth, the police need to prioritize the prevention, detection, and investigation of economic crimes. As a result, cases involving economic crimes of Rs 5 crore or more, including criminal misappropriation of property (Sections 403 and 404 of the IPC), criminal breach of trust (Sections 405 to 409 of the IPC), and fraud (Sections 415 to 420) of IPC), as well as cases under the Gujarat Depositors’ Interests Protection (In Financial Institutions) Act 2003, are classified as Special Report Offences.

Further, rape and cases of sexual offenses against children, including rape (sections 376, 376-A, 376-B, 376-C, 376-D, and 376-E of the IPC), cases Under the protection of children from sexual relations. The Crimes Act 2012 has also been designated as a Special Report Offense.

Judicial police stations will be responsible for providing a special report on these crimes, while senior police officers will visit crime scenes, gather facts, identify physical evidence, and provide assistance and direction to investigative officers. This will assist in detection, scientific investigation, prompt arrest and coordination with the forensic science teams to ensure the quality of the investigation.

The Gujarat CID (Crime and Railways) has been directed to develop a specialized training module on the investigation of financial crimes, rape and cases under the POCSO Act 2012.

This module will cover relevant laws, special procedures and modern case law, and will be organized in association with the Gujarat Police Academy (KARAI). The aim of this initiative is to improve the quality of investigations, improve detection rates, and increase the conviction rate in criminal cases, says the circular issued by the Gujarat Police.
