Delhi Police, which has been campaigning against the “illegal” selling and use of Chinese kite threads (manga) in the city, has announced that it has taken legal action against 44 dealers and confiscated more than 100 such rolls in two days.

This comes days after a 7-year-old girl, who was heading to swimming class with her dad on a scooter, died after a stray kite string cut her throat.

According to data from July 19 and 20, police said they had warned 217 merchants and visited more than 300 markets so far to contain and curb the use of Chinese kite line.

An order issued by Commissioner of Police Sanjay Arora stated, “On July 19, North West, Rohini, Outer North, East, Shahdara, New Delhi, South, Dwarka and West districts could not at all detect the existence of Chinese manga. North, Central, North East, South West, South and Outer Provinces have not taken any legal action by registering FIR areas under Section 188 IPC or setting up kalandras under Section 5/15 of the Environment (Protection) Act” .

The order said that New Delhi and the southwest region on July 20 failed to detect these kite strands. “However, there has been an improvement in market visits and…in detection by case registration/kalandras. However, seizures are still very poor and unsatisfactory.”

He stated that at the same time as the seizures, an investigation should be conducted to trace the source. There is a need for uniformity in taking legal action. Some police stations record FIRs under Section 188 IPC…and a few police stations prepare kalandras under Section 5/15 of the Environmental (Protection) Act,” read the command.
