THE PUNE Zilla Parishad, recently honored with the Late SS Gadkari Award for Innovation in Public Administration, attributed its success to the hard work and creativity of its employees.

“This prestigious award is a testament to the creativity and hard work of all the officials and employees of Pune Zilla Parishad,” said ZP CEO Ayush Prasad. On behalf of Pune Zilla Parishad, Rahul Kalpur, Director, Gram Seva Training Institute of ZP, received the award for Innovation in Public Services from V Shrinivas, Secretary to Government of India, Department of Administrative Reforms and Public Grievances, Mumbai recently. Awarded for innovation in public services, it is given by the Indian Institute of Public Administration.

“It is a prestigious award given for good innovation in public administration. We have implemented a mapping process. Under the right to services, we communicated to all services and implemented measures to improve governance,” ZP CEO said. Pune ZP has identified 1,183 work processes across all departments. Each process has been mapped with respect to the data required, the decisions to be made, the nature of the system and the implementation of the decision. For each process, we had to study the law, rules, regulations, government decisions, various court orders, standing orders by higher offices, and practices that had been developed. Discrepancies had to be reconciled to create coherent processes. We classified them into seven types, and communicated them under the Right to Services Act 2015, by order It was issued on January 25, 2022. We delegated many of the CEO’s powers, which were compensatory, had no discretionary decisions and were within ZP’s CEO said.

Prasad said the operation took seven months and all the officers and staff of Zila Parishad participated in it. “These operations were made into encyclopedic manuals and issued by NCP President Sharad Pawar on the occasion of the Zila Parishad’s completion of 60 years. Bharat Shindag, Kamlakar Randev and Chahul Kalpahar led the effort in Pune Zila Parishad.”

Prasad said, “Maha Labharthi is an idea that we worked on by collaborating with MKCL in two phases. In the first phase, the search engine generated a list of schemes based on personal information provided by citizens. We piloted this project in Junnar and Ambegaon among the tribal communities. In the second phase , we invented the family folder concept and designed the single main form for citizens for all schemes…”
