State Home Minister Narottam Mishra said on Monday that the National Security Act was invoked against a group of men who allegedly kept and abused a man tied to a dog in Bhopal, Madhya Pradesh state.

Speaking to reporters, Mishra said he had received information about a video of the incident this morning and had directed the police to act within 24 hours.

He said that within six hours, the police identified and arrested the accused, adding that a responsible police station had been excluded from field service in connection with the incident.

The minister said that the strict NSA has been resorted to against the accused, and the illegally constructed buildings have been identified and will be demolished.

He further said that the provisions of the Freedom of Religion Act were also invoked against the accused after the religious conversion angle emerged in the case.

In a video of the alleged incident, the victim is seen tied around his neck and the accused ordering him to bark like a dog while being abused.

At the end of the 49-second video, the victim is also heard saying “Main Mian Bhai Pani Ko Tayar Hoon” (I am ready to become Mian Bhai, a term used for Muslims in Bhopal).

The defendants are also heard asking why the victim used offensive language against them and asking him to apologize.
