The Uniform Civil Code (UCC) could be implemented by next month through an ordinance making Uttarakhand the first state in the country to do so. CM Pushkar Singh Dhami said, “This was our promise before we went to the polls in the Vidhan Sabha.”
The proposed draft Unified Civil Code for Uttarakhand contains provisions regarding girls’ age for marriage and conditions for establishing relationships, according to sources.
“The draft is complete and will soon be submitted to the state government,” Rangana Prakash Desai said on Friday.

The highlights, according to the sources, are:
- Marriage age: Raising the age of marriage for girls to 21 years from 18 years at present.
- Marriage registrationThe draft proposed making marriage registration compulsory.
- Couples living at home: It will be mandatory for the couples staying in the house to inform their parents.
- Halala and Adat: The proposed Universal Churches Bill mentions stopping the practice of “halalah” and “iddah” — terms commonly used during the settlement of marriage disputes between Muslims.
- polygamy: UCC prohibits the practice of “polygamy” — the practice of having more than one wife — which is a feature of Islamic marriages.
- Divorce rights: The draft gives equal grounds and rights to the husband and wife, regardless of creed, to file for divorce.
- population control: The draft reportedly recommended limiting the number of children.

Desai, who heads the panel of experts set up by the Uttarakhand government last year, said the panel drafted the law taking into account all spectrums of opinions and considering various laws and unregulated laws, including the legal framework in selected countries.
“It gives me great pleasure to inform you that the drafting of the proposed Uniform Civil Code for Uttarakhand is now complete,” Desai said in a press conference here.

She added, “The report of the committee, along with the Bill, will soon be printed and submitted to the Government of Uttarakhand.”
The committee met in the national capital on Friday.

The draft will be handed over to the state government in the next few days.
The committee was formed shortly after Prime Minister Pushkar Singh Dami took office for a second term in March last year.

“We will enforce the UCC law very soon. This was our promise before we went to the polls in Vidhan Sabha. We gave people a mandate, so we went ahead with the UCC,” CM Dhami told News18 in Dehradun.
Uttarakhand to be the first state in India to introduce UCC?
