The Ministry of Home Affairs (MHA) has dismissed the Deputy Inspector General (DIG) Sashastra Seema Bal (SSB) deputy officer from service after it was found that he was involved in alleged financial irregularities through abuse of his official position.
The decision was taken following an investigation following the response provided by the DIG, now posted at Lucknow headquarters, to a show-of-cause notice issued to it in relation to the alleged travel billing scam which was found to be ‘unsatisfactory’.
An official said that the response was received by the Director General (SSB) on June 20 and July 5 last year, and the department launched a verification investigation.
In an order dated 19 June issued by IG Tsewang Namgyal (for and on behalf of the central government) addressed to the DIG he said, “Your response has been duly considered by the Director General (SSB) and found to be unsatisfactory. The issue relates to abuse of official position while posted at Headquarters Frontier in Delhi as Commander (Management) from February 2016 to July 2018 for personal financial gain, influencing subordinates to indulge in financial irregularities related to booking LTC airline tickets for others by using personal credit cards and mileage points earned for private travel on frequent flyer number of one sub-inspector , who later created fake / forged LTC tickets modified on the basis of a barter, which was proven in the Court of Inquiry (COI)…”
“You while deployed Commandant (official) colluded with your subordinates in LTC fraud and conspired with them, and subsequently did not back down at the details to conduct a COI in LTC Group’s fraudulent LTC claim cases from 2014 to 2017. Strong evidence – produced and collected during COI – has proven The act and omission on your part confirmed knowledge of the LTC fraud and failed to inform a senior formation, including immediate supervisory officers, about prevalent fraudulent practices/claims to take advantage of LTC,” the order said.
Namgyal also alleged that the DIG acted in a manner by grossly misusing his official position and damaging his professional integrity. “Whereas the matter has been referred to the Central Government with your explanation and recommendations of the Director-General in accordance with the provisions of Rule 19(3) and (4) of the said Rules. The Central Government, after considering the reports, your interpretation and the Director-General’s recommendation, has ordered your dismissal from the services under Article 19(5) ) of the aforementioned rules,” adding that he was free to lodge an appeal with the Central Committee.
