Tamil Nadu Governor RN Ravi’s decision on Thursday to Dismissal of the arrested Minister of State V Senthil Balaji He renewed focus again on tensions between state governments and the governor’s office.
Relations between the DMK government and Ravi have been strained this year over a series of clashes, both over Ravi naming “Tamizhagam” the “proper” name for Tamil Nadu, or his clarification of the governor’s powers to block the bill. The DMK has on multiple occasions described Ravi’s positions as antithetical to the spirit of cooperative federalism.
In the past few years, across the states, states ruled by non-BJP parties have been in conflict with their rulers.
TelanganaThe Bharat Rashtra Samithi government accused Governor Tamilsay Soundarajan of acting as a spokesperson for the Bharatiya Janata Party and not clearing its bills.
In March, the Telangana government petitioned the Supreme Court against Soundararajan, claiming “constitutional deadlock” over the pending bills.
A month earlier, the governor had not approved the state budget draft. The deadlock was only resolved after an alert from the Supreme Court.
Karnataka: In May 2018, after the previous Karnataka elections, Governor Vajubhai Falla called on the Bharatiya Janata Party to form the government and gave BS Yediyurappa 15 days to prove majority, which was reduced to three days after the Congress and JD(S) challenged a long term in the Supreme Court.
In the end, Yediyurappa resigned before the floor was tested, paving the way for the Congressional Government (JD). This proved short-lived, and it collapsed after the defection of the MLAs, who moved to the BJP.
Maharashtra: As a conservative, Bhagat Singh Koshiari has found himself in controversies since he was nominated for the post in September 2019.
His first significant move, which has come under much scrutiny, was the swearing-in of Devendra Fadnavis as Prime Minister and Ajit Pawar as his deputy at a dawning ceremony on November 23, 2019. This was after an election that resulted in a hung assembly.
This government lasted only three days, as the Bharatiya Janata Party – which had been called upon to form the government as the largest single party – failed to muster the numbers. Koshiari has been criticized for ignoring primacy and allowing the Bharatiya Janata Party to use loopholes to try to regain power in the state.
Koshiari also sat for a long time on recommendations made by the Maharashtra government to the Maharashtra legislature, ignoring the pleas.
He resigned earlier this year, after also stirring up controversies over his statements, such as Governor R. N. Ravi in Tamil Nadu, often to the embarrassment of the BJP too.
KeralaSince Conservative Muhammad Arif Khan took office in September 2019, the rift between him and the LDF government has been a recurring topic – from disagreements over appointments of deputy chancellors to Khan claiming he was physically targeted during the Indian History Congress in December 2019.
Every time Khan confronted the government, leaders of the ruling Chinese Communist Party accused him of speaking for the Sang. From civil law to farm laws, the governor sided with the centre.
Incidentally, as Ravi did in Tamil Nadu, Khan also acted against a Kerala government minister, though he stopped short of outright dismissal, calling it a “pleasure withdrawal” from his office. On Friday, in the aftermath of a falling out with Ravi, he insisted this did not mean dismissal.
West Bengal: The government of Mamata Banerjee was constantly in conflict with the occupying Raj Bhavan in the state, including Keshari Nath Tripathi, Jagdeep Dhankhar and the biographer Ananda Bose.
Dinkar, now vice president, routinely handles the TMC government, from the law and order situation in the state to the post-election violence, from corruption charges to loopholes in the bureaucracy.
In a sign of their ties, the state made the decision to replace the governor with the cabinet as chancellor of state universities (later replicated by other opposition-ruled states). The Assembly passed the University of West Bengal Statutes (Amendment) Act, 2022, on 13th June. the state.
Earlier, Mamata got involved in a war of words with Tripathi, who was governor from 2014-19. After communal tensions erupted in North-24 Parganas, Banerjee accused the governor of “insulting and threatening” her and behaving like a “BJP caucus chief”.

Punjab: The AAP government led by Bhagwant Mann in Punjab and Governor Banwari Lal Purohit faced a series of confrontations, often in the form of notes against each other. The governor’s tours to the border regions have also become a flash point between the two.
Tensions may now be high because of the assembly session that concluded on June 20. The governor has to sign bills, one of which is the Punjab University Laws (Amendment) Act 2023, which seeks his removal from the post of Chancellor of State Universities. And give this situation to the CM instead.
