Haryana’s expert committee recommended in four storey (S+4) building such buildings with certain conditions. The committee, led by former IAS officer P Raghavendra Rao, submitted its report to the Haryana government. The report allows S + 4 floors to be built in new sectors where the infrastructure can support a density of 18 people per plot. However, in current sectors, it restricts S+4 building to specific blocks with wider roads and infrastructure improvement potential.

The committee suggests conducting audits of infrastructure capacities in these sectors, assessing services such as drainage and water supply, and establishing specific time frames for necessary upgrades. The Deputy Commissioner has been authorized to approve such constructions in existing sectors based on verified audit reports. The report also emphasized the construction of S + 4-storey independent buildings to avoid overloading the common walls of neighboring houses. The Committee took into account the observations received from various stakeholders regarding damage to neighboring buildings during its consultations.

Several stakeholders cautioned against accepting the report, citing the futility of scrutinizing the proposed infrastructure and scaling up.

Residents argue that while the report proposes a prerequisite of a 12m road for the construction of new S+4 storeys, the majority of existing permissions have been granted for narrow roads, which are 9 to 10m wide.

Residents express skepticism about the feasibility of widening roads when parks or schools occupy the area, highlighting the limited scope for increasing road width in most existing sites. They believe that the report is not clear and assert that it is a disguised way to benefit developers. Some residents’ welfare associations have urged the Haryana government to revert to the 2017 rules on density and length.
