With a view to integrating and centralizing the selection process of teachers for primary, secondary, tertiary and technical institutions, a proposal to establish an Integrated Education Services Selection Committee has been prepared for submission to the Cabinet of Uttar Pradesh for its consideration and approval.

The officials said the committee named ‘Uttar Pradesh Shiksha Siwa Chian Ayog’ will handle the selection process, such as conducting examinations and interviews to select teachers, within a specified time frame.

With reports of paper leaks for the Teacher Eligibility Tests (TET) in the past, it is also likely that the Integrated Commission will take the TET. Besides, the committee will also handle the selection process for subsidized colleges affiliated with the Sanskrit University and those under the Minority Welfare Department, i.e. selection of Arbi and Farsi Madarsas.

In order to form the committee, the state government will soon present the draft ordinance “Uttar Pradesh Shiksha Siwa Qian Ayog Adyadesh 2023” before the Cabinet for approval, the officials said.

Notably, at present, the selection of teachers for government-supported, primary, secondary, tertiary, and technical institutions is done by various committees or boards or under service rules.

The Uttar Pradesh Tertiary Services Selection Committee conducts the teacher selection process for subsidized colleges in tertiary education, while the Uttar Pradesh Education Service Selection Board Madhyamik (Secondary) for subsidized secondary schools.

Likewise, teachers in auxiliary elementary and middle schools are selected by their departments.

In primary and secondary government schools, this is conducted by the Basic Education Officers and the Secretary of the Basic Education Board of Uttar Pradesh. However, the process of selecting teachers for technical colleges is done by the Board of Governors.

The new proposal seeks to integrate the teacher selection process for all these institutions and will also bring within its scope the selection of teachers for the non-state Arbi-Farsi Madarsas, which are under the Minority Welfare Department and governed by the Uttar Pradesh Arbi. , the 2016 Persian Language Recognition, Administration and Service Rules, the officials said.

It will also bring under its scope, selection of teachers for subsidized minority institutions established under the Uttar Pradesh State University Act 1973 as well as subsidized Sanskrit colleges affiliated to Sampurnananda Sanskrit University.

The officials said that after the establishment of the Uttar Pradesh Education Services Selection Commission, the current Uttar Pradesh Higher Education Service Selection Commissioner and the Uttar Pradesh Service Selection Commission will be dissolved, while the Uttar Pradesh Higher Education Services Selection Commission Act 1980 and the state strings.

Officials said the proposed draft includes a chairperson and 11 members, for a term of three years, and they can hold office for a maximum of two terms, adding that the headquarters of the committee will be in Prayagraj.

Officials said the idea is to integrate the teacher selection process across educational institutions in the country and conduct it within a specific time frame.
