Maharashtra State Board of Technical Education (MSBTE) has developed an improved ‘Learn While Earning’ scheme whereby institutes with strong industry ties can start new technical diploma courses where students are able to learn while earning.

According to the government decision issued in this regard, this innovative program aims to address two factors simultaneously – providing skilled manpower for the industry and reducing dropouts after school education due to restrictive social and economic conditions.

By approving the revised policy, the state Department of Higher Education and Technology envisions that less privileged qualified youth will get the opportunity to pursue their education and earn while the industry will get a skilled workforce in their designated trade.

The scheme has been developed in line with the mission to develop national skills.

A senior MSBTE official explained: “These will be entirely new diplomas, in contrast to the current diploma courses run by MSBTE at affiliated institutions. Any institutes with industry ties or collaborations will progress to MSBTE under this scheme through the proposed dedicated diploma course which may vary in duration Service. Institutes that meet the required criteria will be allowed to offer such courses. While the institute will take care of the teaching and class work; the industry partner will guarantee the working knowledge of the job and the remuneration. The MSBTE will conduct examinations and issue diplomas.”

Among the consent criteria mentioned in the GR is, first and foremost, the submission of documentation evidencing industry cooperation. The institute will also have to appoint 20 faculty members on a permanent or contract basis to run the courses.

The theoretical part is taught in the industry premises by the teaching staff appointed by the institute.
The industry partner will have to provide a monthly stipend along with canteen, transportation, insurance, medical facilities, etc as per industry rules for Learn While Earn Scheme students.

“These diploma courses will be based more on hands-on training while working with industry partners with the aim of absorbing the batch into the company once they have finished the course,” said the MSBTE official.

Apart from conducting exams, MSBTE will also decide on the programs and their duration along with the institutes. The MSBTE will also work in coordinating the curriculum according to industry requirements from time to time by involving experts from specific industries.
In general, the MSBTE will act as an academic monitor who will also organize admissions and the academic calendar.
