Tipra Mutha leader Animesh Deparma on Friday trained his guns in the BJP-led state government and said he was trying to confuse people about budget allocations and “hide facts” about the distribution of money to the Tripura ADC and the tribes.
His comments came two days after Tripura Power and Parliamentary Affairs Minister Ratan Lal Nath announced that 39.81 percent of the budget allocation had been made for the welfare of 31 percent of the tribal population in the state. He also claimed that the amount is higher than the 38.40 percent of the budget allocation to tribes in 2018-2019.
Speaking to reporters in his state assembly office on Friday, DeParma said: “The data provided was not included in the assembly. TIPRA Motha and CPI(M) legislators raised the issue in the House. Why did the minister remain silent?”
DeParma also said that if the state government has allocated 39 percent of the budget allocated to the tribes, it means that money is being taken away from the schemes for the people of non-reserved classes, scheduled classes and scheduled tribes. “Mota never asked for undue money from other groups of the population. We wanted 31 percent funding for 31 percent of the population,” said the opposition leader.
He also said, “The Autonomous Tribal Areas District Tripura Council (ADC) was formed in the year 1985 for direct development in the tribal areas since central and state governments cannot reach the grassroots level. It was formed for the targeted development of the tribes and should Submitting money for tribal care to the clan council.”
Deparma added, “The ADC management will carry out the development work for the tribes. But how much money has been given to ADC? In the budgeted expenditure of Rs. 27,654 crore, only Rs. 672.64 crore has been allocated. This figure is as per budget at a glance and not our data. These contradict The data means that the minister is trying to confuse people.”
As per the details given by the opposition leader, the money provided to the ADC includes more than Rs 208 crore for salary payments on behalf of the state government and Rs 580 crore for ADC staff salaries, leaving only Rs 90 crore for development in the tribal council.
We feel that the minister did not mention this in the council because it will be recorded and he will have to be held accountable to the law. “He remained silent there and tried to hide the facts in a statement to the party office later,” Dabarma said.
He also said that a series of cut-off motions had been moved in the assembly from the opposition benches but that Prime Minister Dr Manik Saha and Parliamentary Affairs Minister Ratan Lal Nath did not respond.
About Nath calling the opposition “hypocrites”, Dhabarma said: “He called us the hypocrites. A hypocrite is someone who says something and walks away from it later. Are we in the government? Have we announced ‘Patra’ where we promised to allocate money commensurate with the number of the population?”
Due to allegations of financial embezzlement and lack of UCs for working in the Tribal Council, the opposition leader, who previously served as Executive Vice President of ADC, alleged that the state government itself has 263.23 crore outstanding UCs since 2020-21, including 194 outstanding UCs worth Rs 79.8 crore and 241 UCs worth Rs 184.15 crore in 2021.
“This data is from the CAG report. It means that the money that was earmarked for tribal care in the state budget has not been spent. The government should conduct an investigation to see what development work the state government has done for the tribes since 2018. The truth must come out. A white paper must be published.”
On a scheduled visit of Union Finance Minister Nirmala Sitharaman to Tripura on Friday, Deparma said she had promised Rs 1,300 crore for tribal development on her latest visit. We want to know what happened to that money. More than 168 schools in ADC districts have single teachers,” he said.
“The money given to TTAADC is insufficient. We have 25 divisions. We don’t have much money for all divisions. The state government has listed only 14 constituencies. The BJP-led government is not interested in uplifting the tribes in the state,” he said.
