Lieutenant-Governor Veena Kumar Saxena has approved the Draft Delhi Rules for Private Security Agencies (Regulation), 2023, which aims to regulate the work of private security agencies in the capital.

The rules provide, among other things, a procedure for checking the character and breeds of private security guards and supervisors, the prescribed training of various personnel, physical standards and other conditions.

As per the rules, all training agencies are required to submit details of security guards and supervisors trained in batches to the monitoring authority within 30 days of completing each batch, along with a copy of their training certificates in online or offline mode.

The rules also deal with the number of supervisors to be employed and the form in which a photo ID must be issued. The draft rules have been drafted by the Delhi Home Ministry along the lines of model rules notified to the Ministry of Home Affairs, under the Private Security Agencies (Regulation) Act, 2005.

LG House officials said the Home Office sought LG’s approval in light of the Federal Home Office’s “Private Security Agencies (Regulation) Enforcement Act 2005 and Foreign Direct Investment Policy” which stipulates that “public order and police” are subjects of the state and that “homeland security” is the responsibility of the central government.
