The Registrar General of the Supreme Court recently issued a circular regarding bar associations’ requests for photographs of Dr B. R. Ambedkar inside the courts.
The Madras High Court recently issued a circular to the local judiciary, asking them to strictly abide by the decisions handed down by the High Commissioner’s Full Court, that except for statues and portraits of Mahatma Gandhi and Sant Thiruvalluvar, no other images and images will be displayed anywhere within the court premises in Tamil Nadu. The circular was issued by the Registrar General of the Supreme Court in light of the many protests being sent by bar associations seeking permission to place photographs of Dr B.
According to the publication, the case has been heard by the Supreme Court on various occasions. The last full court meeting in this regard was held on 11 April 2023.
The circular indicated that similar requests were submitted by different bar associations in the years 2008, 2010, 2011, 2013, 2019 and April 2023 as well, but they were rejected.
In 2008, a decision was passed in which the Supreme Court rejected Dr. B. R. Ambedkar’s application of the Tamil Nadu Preachers’ Association to install portraits of national leaders in all courtrooms in the state.
At a meeting held on March 11, 2010, in view of incidents where any damage to statues of national leaders would lead to friction, law and order, the Full Court passed a decision that no statue should be erected in any of the court precincts, whether in Chennai or Madurai, the District Courts or the Taluk Courts, or any other court building.
Then the same decision was repeated in 2011 and 2013, whereby requests were made to place portraits of Dr. B R Ambedkar in the newly constructed court buildings.
While referring to all the above decisions passed in full court sessions of the Supreme Court, the Registrar General has instructed all Chief District Judges/District Magistrates/Chief Magistrate/District Magistrate – Chief Magistrate of the respective county to ensure compliance.
“If any deviation is found, the Chief District Judges / District Magistrates / Principal Magistrate / District Magistrate – Deputy Chief Magistrate of the respective district and Chief Magistrate of Puducherry are directed to take action by filing an appropriate complaint with the Bar Council of Tamil Nadu and Puducherry,” the circular read.
